Integration into the Empire and Institutional Consolidation
In 222 BC, following Qin Shi Huang’s conquest of the Jiangnan region, Suzhou entered a critical transitional phase, evolving from the independent capital of the Wu Kingdom into an integral part of a unified empire. The Qin established Wu County and designated it as the administrative seat of Kuaiji Commandery, cementing the city’s role as the political center of Southeast China. Emperor Qin Shi Huang visited the region several times, employing policies to “rectify local customs” and constructing imperial highways (Chidao) to integrate the distinct Wu culture into the legal and administrative framework of the Qin Empire. During the chaotic collapse of the Qin, Xiang Yu famously rose in rebellion within Wu, leading eight thousand “sons of Jiangdong” to overthrow the dynasty—a legendary chapter in Suzhou’s history.
